A former elite Special Forces soldier, Waxman now works as a cold-blooded assassin for the secret government organization "The Agency". A new assignment leads him together with the pretty but inexperienced Clegg to Mexico, where they are to eliminate an inconvenient politician. The mission fails at first, but soon the two meet in San Francisco surprisingly meet again in San Francisco, where Waxman wants to finish off his victim once and for all. It is here that he discovers that his former partner is interfering with his work and that, in truth, he himself is the Agency's prime target. He unleashes an ultra-brutal retaliatory strike to uncover Clegg's secret and destroy his employer.
